This might be because we frequent the same restaurants and become "regulars". We always discuss the issue before we bring the wine and "negotiate" the fee. The most we have ever been charged is $15.00. As for the rules you listed - sounds like BS for the most part except the one about not bringing wine that is on the list - I happen to agree with that one. That's more an issue of "good manners" to me. I'll delve more into your blog as I have time. So far I really like your style and attitude.
